The most consequential document in the history of the internet did not arrive with fanfare. When Tim Berners-Lee handed his supervisor a paper titled "Information Management: A Proposal" in March 1989, the reply came in pen at the top of the page. Mike Sendall, Berners-Lee's manager at CERN, wrote three words: "Vague but exciting." That annotated page survives, and you can look at it yourself — CERN's own archive preserves an image of it as CERN Document Server record 1164396.
The proposal itself was a solution to an ordinary institutional headache. CERN, the European particle physics laboratory near Geneva, was a churn of thousands of researchers, machines, and documents, with information constantly getting lost when people moved on or projects wound down. Berners-Lee's paper sketched a system of linked documents that could tie all of it together across incompatible computers — a web, though he did not yet use that name. It was more a description of a problem-space than a finished engineering plan, which is exactly what made it hard to evaluate.
Why did Mike Sendall call it "vague but exciting"?
Sendall's phrase captured the paper's real predicament. The document gestured at hypertext and networked information but did not spell out precisely how it would be built or what it would ultimately become. That ambiguity is what "vague" honestly named. But Sendall also saw enough promise to keep the thing alive — the "exciting" half — and, crucially, he let Berners-Lee proceed. Rather than approving a formal project, he gave his employee room to develop the idea, later authorizing the purchase of a NeXT computer on which the first web software was written. A dismissive manager could have ended the web with a single line. Sendall, instead, wrote the line that greenlit it.
The reason we can state all this precisely, rather than repeating a legend, is that the paper trail is intact. The ACM, in its 2016 A.M. Turing Award profile of Sir Tim Berners-Lee — the field's highest honor — records plainly that "Mike Sendall, Berners-Lee's manager, wrote 'vague but exciting' on his copy of the proposal," tied to the March 1989 document. The World Wide Web Foundation's own "History of the Web," updated in 2020, tells the same story, noting that Sendall marked "Vague but exciting" on the March 1989 proposal. And CERN's Document Server, the laboratory's primary digital archive, holds the image itself, describing it in 2009 as the annotated first page of Berners-Lee's proposal with "the famous annotation 'Vague but exciting ...' written by his supervisor Mike Sendall."
How we know — and the small detail worth getting right
The vivid part is the object. This is not a typed memo or a reconstructed quote; it is handwriting, in ink, at the top of a printed page, with the ellipsis trailing after "exciting" as if the thought were still forming. The gap between the modesty of that scrawl and the scale of what followed — a technology now woven through nearly every part of modern life — is the whole reason the image is treasured.
One point deserves care, because Numinous verifies rather than repeats. Many popular retellings say Sendall wrote the words on "the cover" of the proposal. CERN's own record 1164396 is more specific: it is titled and described as an image of the *first page* of the proposal, not a separate cover sheet. What remains genuinely open is the counterfactual. Sendall died in 1999, and we have his three words but little record of exactly what he was thinking when he wrote them. Would the web have emerged anyway, from someone else, somewhere else, on some other timeline? That is the part still worth arguing about — the question a single "vague but exciting" can raise but never quite settle.
